Managing Layoffs

If You Are Considering Layoffs, Consider This

Temporary Layoffs

Given that most employers spend between $2,000 and $10,000 training each of their employees, the last thing you want to do is lose a valuable worker due to a temporary slowdown.

Shared Work offers an alternative method of reducing payroll costs during the slowdown period.

This voluntary program was developed by the Texas Workforce Commission to help employers supplement employees’ lost wages and help reduce normal weekly work hours.

Permanent Layoffs

When a company has to lay off workers, both the employer and employees can face a difficult upheaval.

Workforce Solutions Panhandle offers assistance to businesses in lessening the impact of a layoff with Rapid Response services. These services can be delivered at your company before the layoff occurs helping the affected workers manage the change and prepare to find new employment.

Rapid Response Services 

Rapid Response is an early intervention service that assists workers and employers affected by layoffs, plant closures, or natural disasters. It provides access to the Texas Workforce Commission’s system of user-friendly resources and information to help transition workers into reemployment.

The sooner employers, their workers, and the community come together to manage the change, the better the outcome for everyone. The community maintains its tax base,
businesses are better able to manage their human resource needs, unemployment insurance costs, and worker compensation costs during the transition, and
the impact on the family’s quality of life is minimized.

When employers contact Workforce Solutions Panhandle’s Rapid Response Team, they can expect:

  • A quick response to their transition planning needs
  • Confidentiality concerning their business decisions
  • Assistance in understanding government regulations
  • Information about the Shared Work program that may be an alternative to layoffs
  • Help in conducting an orderly shutdown
  • Pre-layoff services designed to help workers shorten their transition time

Worker Benefits

Some people view being laid off as a crisis while others may view the situation as an opportunity to find a better or more enjoyable job. The Rapid Response program helps laid-off workers turn the challenge of a layoff into an opportunity by providing information about, and access to, the services that will help put Texans back to work.

The services include:

  • Career counseling
  • Job search assistance
  • Information about education and training opportunities
  • Use of computers, telephones, and fax machines for a job search
  • Financial support for training
  • Income support if a job was lost to foreign trade
  • Special services for adults with disabilities and veterans

Job Search Assistance  

Workforce Solutions Panhandle can assist with assessing community resources, preparing resumes and job applications, assessing accomplishments and skills, interviewing skills and techniques, and coping with job loss.

Labor Market Information  

This information is furnished to all registrants and includes Emerging and Demand Occupations. Job posting will also be made available through multimedia and technology.

Group Stress Management Seminars  

The focus of these seminars is to develop strategies for managing the stress associated with job loss, its impact on the family unit, and the importance of maintaining community relationships.

Group Financial Management Seminars 

The seminars focus on assisting affected workers in developing financial planning skills in order to maintain household and consumer finances. A specific focus is on negotiating manageable payment schedules with mortgage, finance, and various lending institutions.
