I am pleased to announce the launch of a Workforce Solutions Panhandle newsletter. This newsletter is an initiative aimed at providing vital information to employers regarding the labor market in the Texas Panhandle.

The information is designed to help area employers stay up-to-date with the latest labor market information and trends, as well as providing them with essential insights into employer events and other topics of interest. We understand how critical it is for businesses to stay ahead in this rapidly evolving and competitive job market, which is why our newsletter will feature practical and actionable advice to help you make informed decisions about your workforce.

Texas Workforce Commission Releases March 2023 Texas Labor Market Information

AMARILLO – In March 2023, the Amarillo Metropolitan Statistical Area (MSA) recorded the second-lowest unemployment rate in the state of Texas at 3.1 percent. The Midland MSA recorded the lowest rate at 2.6 percent with the College Station-Bryan MSA coming in at third at 3.2 percent.


From February to March, the city of Amarillo area saw a 0.4 percent drop in unemployment rate from 3.5 to 3.1. From March 2022 to March 2023, the Amarillo MSA and Texas Panhandle Workforce Development Area (WDA) saw 0.2 percent increases in their unemployment rates.


The previous month saw both Potter and Randall counties record small decreases in their unemployment rates. Potter County went from 3.7 percent in February to 3.2 percent in March. Randall County went from 3.4 percent in February to 3.0 percent in March.


Donley, Swisher, and Wheeler counties recorded the biggest decreases in unemployment rate from the previous month at 0.9 percent. Donley went from 4.3 percent to 3.4 percent. Swisher dropped to 4.6 percent from 5.5 percent, and Wheeler went from 4.9 percent to 4.0 percent.


Hartley County currently holds the lowest unemployment rate in the Panhandle at 2.1 percent with 2,576 people employed out of 2,632. Swisher County has the highest unemployment rate at 4.6 percent with 2,503 people employed out of 2,625.


Texas attained new records in March 2023 with the largest civilian labor force and greatest number of people employed in state history. The seasonally adjusted civilian labor force increased by 78,800 to reach a series-high 14,898,100 people, while the unemployment rate held steady at 4.0 percent. Texas added 28,600 positions to reach another series-high job count at 13,839,200 total nonfarm jobs. Since March 2022, 575,100 positions have been added.


Texas’ over-the-year employment growth through March 2023 outpaced the nation in every one of the 11 major industries. Over the month, Leisure and Hospitality led job growth with 7,400 positions added, followed by Construction, which increased by 5,800 jobs. Also, of note, both Trade, Transportation and Utilities and Private Education and Health Services grew by 5,400 jobs in March.

2023 Teacher Externship Opportunity for Employers

Through this program, employers can provide valuable insight into their industry, share their expertise, and help shape the curriculum for future workers.

About

Workforce Solutions Panhandle (WSP), a partner of the American Job Center Network, assists employers and job seekers, by providing workforce development, training, and child care services throughout the Texas Panhandle. WSP receives funding from the Texas Workforce Commission (TWC) and utilizes its WorkInTexas.com system, the largest job-matching database in the State of Texas. WSP is overseen by the Panhandle Regional Planning Commission (PRPC), which TWC has designated as the fiscal and administrative agent for the Panhandle Workforce Development Board (PWDB). 

The PWDB is a business-led group, the majority of which is comprised of employers from the private sector, as well as representatives from community-based organizations, labor, economic development, secondary and post-secondary education, adult and continuing education, literacy, vocational rehabilitation, public employment services, and the State department of human services.

The PWDB is appointed by the Chief Elected Officials (CEO) of the Panhandle Workforce Development Consortium’s Governing Body (PWDCGB), which is comprised of six of the Panhandle region’s County Judges who volunteer as representatives the 26 counties of the Panhandle, and the Mayor of the City of Amarillo. 

The PWDB and the PWDCGB provide policy guidance and direction, to the staff of PRPC and WSP, for the growth and prosperity of the Panhandle’s current and future workforce.

As we all know, teachers play a vital role in shaping the future of our students. In this regard, we would like to invite you to participate in the High School Teacher Externship Program, organized by Workforce Solutions Panhandle in cooperation with Region 16, Amarillo Area Foundation, and Panhandle Community Partnership. This program offers an excellent opportunity for teachers to enhance your professional growth and improve teaching practices.

The Teacher Externship Program is a professional development initiative that provides teachers with firsthand experience and knowledge about a particular industry, company, or organization. Participating teachers, will spend 24-32 hours working with an assigned employer in June or July. In return, they will receive a stipend of $1,000 upon successful completion of the externship.

During the externship, educators will work alongside professionals in a field related to your subject area or grade level. The goal is to deepen your content knowledge, learn about industry practices, and make connections between what is taught in the classroom and the real-world application of that knowledge.

Upon completing the externship, participating teachers will return to their classrooms to incorporate new insights and experiences into teachings. This will make lessons more engaging, relevant, and help students to see the connection between what they learn in school and the real world.

Teacher Externship Program is an excellent way for educators to improve their teaching practices and enhance their professional growth. Local Unemployment Rate Improves Again

Local unemployment rates continue decreasing according to the newest release of Texas Labor Market Information.

In May of this year the unemployment rate (unadjusted) was 8.5. Three months later, the reported unemployment rate is 4.2. This is no small feat.

A Reflection of Our Community

The unemployment rate is down, but this trend reveals more than an encouraging graph. These numbers reflect the hard work of families, leaders, employers, employees, and dedicated individuals in our area.

As Amarillo’s Mayor Ginger Nelson said “our grit and determination is showing, and we are recovering.”

Still in Need

According to the newest data, the Amarillo MSA unemployment rate is still higher than what the community saw at this time last year (2.7). Of course, In August of 2019 we were not facing COVID-19 and its accompanying issues. However, there are still 5000+ individuals that are unemployed in this area alone. Each individual and his or her family are facing unique circumstances and struggles. So It is important to remember that many individuals and families are facing new challenges and uncertain times.

“Are the workshops helpful?”

Absolutely. Our team has worked hard to bring you a virtual workshop that helps answer questions you may have and provide you with helpful information that you can use in your job search. In fact, workshops are a great chance to talk face-to-face (virtually) with one of our team members to discuss programs and services that you can use.

“What does it cost?”

Not a thing! Some people may be hesitant to join an online workshop, because they don’t want someone to try to sell them something. Our services are free of charge. When you join any of our workshops our staff are there to help you succeed.

“How does it work?”

Our workshops are hosted virtually over Zoom. You can sign-up, and then get an email with a link to the workshop. If your workshop is still a few days away the team member hosting your workshop will reach out to you directly to remind you about the workshop and to give you the link one more time.

Training for Success

Each student in Amarillo College’s most recent commercial driver’s license training class is participating in Workforce Solutions Panhandle’s Job Training Services Program.

By participating in the program, each student has received funding to help cover the cost of their training.

Amarillo College’s truck driving course prepares students to complete the written exams and the driving exam necessary to receive a Class A Commercial Driver’s License (CDL) with all endorsements.

Workforce Solutions Panhandle can provide funds, so you can gain training for a locally in-demand job. Applicants must qualify for Job Training Services before beginning the program.

2020 Youth Opportunities

Most amusement parks, malls, and sporting events were closed or very limited and so potential opportunities may seem dismal at the moment.

“Is Workforce Solutions Panhandle open?”

Yes! Workforce Solutions Panhandle has continued providing services to the Texas Panhandle and we encourage anyone that needs to use our services to reach out. We are happy to say that all Workforce Solutions Panhandle offices are open by appointment for our customers.

“What’s changed?”

Workforce Solutions Panhandle like so many other businesses and organizations has been adapting to recent changes. Beginning in the initial weeks of 2020 the new Workforce Solutions Panhandle website and secure portal were launched. These new tools allowed customers to begin submitting applications, needed documentation and other necessary information to enroll in or fulfill the needs of various programs. As the Panhandle community began to respond to COVID-19 Workforce Solutions Panhandle moved to offer all services virtually via the new secure portal and telephone services. Today Workforce Solutions Panhandle offers an easy to use online booking software to schedule appointments as well as curbside services for various customer needs.

Our three Workforce Solutions Panhandle offices have reopened for appointments and customers who need available resources are encouraged to schedule an appointment through wspanhandle.com.

No Cost Training for Unemployed Individuals

Workforce Solutions Panhandle has begun taking applications for New Skills Now.

“What is New Skills Now?”

New Skills Now is a program from Workforce Solutions Panhandle that provides training at no cost to individuals and businesses.

“What kind of training?”

Currently, classes are available in Microsoft, Accounting, Project Management, CNA, Forklift Certification, CDL, Leadership Mastery, and more. Plus, new classes will be added as approval is granted. The training offered includes online and in-person short courses from both local community colleges and training providers.

“Who qualifies?”

Individuals and businesses can qualify to receive training at no cost. To qualify, individuals in the Texas Panhandle must be currently receiving unemployment or recently exhausted their benefits and employers are encouraged to request customized training to fit their workforce needs.

Unemployment Rates Decrease

Unemployment Rates

Local unemployment rates decreased according to the newest release of Texas Labor Market Information. The unemployment rate in the Amarillo MSA (Metropolitan Statistical Area) is currently 6.0%. This shift is a significant improvement when compared to the 8.5% unemployment rate seen just one month before (not seasonally adjusted). Across the Panhandle Area the unemployment rate has declined from 7.8% to 6.0% not (seasonally adjusted) in a single month. The unemployment rate decline signals possible economic improvement.
